one-time energy benefit
SAVE ON YOUR ENERGY BILLS! LIHEAP (Low Income Home Energy Assistance Program) can pay a one-time benefit (DVP) directly to your energy companies for you, or directly to eligible renters if all energy costs are included in your rent. You may also have the option of signing up for PIPP at your LIHEAP appointment – PIPP is a monthly budget plan where if you make your payments on time, it will forgive a portion of your past due balances. (LIHEAP ends May 31 and will start up again in the fall.)

MELD is a non-profit social service agency offering emergency shelter and housing, parenting information, life and job skills training, support and resources and prevention education.
continuum of care program
A community-wide commitment to ending homelessness, this program provides funding for efforts by nonprofit providers and governments to quickly re-house homeless residents to minimize trauma and dislocation; promote access to and effective utilization of mainstream programs; and optimize self-sufficiency among those experiencing homelessness. Our office serves as the Single Point of Entry (SPOE) where homeless living in a place not meant for human habitation in Winnebago and Boone Counties can be assessed and offered the best and quickest housing solution and related services appropriate for their needs. Our office also coordinates the application to HUD for CoC funding that enters our community plus administers the awarded grants.

Prairie State Legal Services is an organization that offers free legal services for low income persons and those age 60 and over who have serious civil legal problems and need legal help to solve them.
The mission of Prairie State Legal Services, Inc. is to ensure equal access to justice and fair treatment under the law by providing legal advice and representation, advocacy, education, and outreach that serve to protect basic human needs and enforce or uphold rights.
Assistance for those with disabilities
The Arc of Winnebago, Boone and Ogle Counties serves approximately 200 families annually through Home Based Support Services and other programs designed to assist individuals with intellectual and developmental disabilities to live as independently as possible and be integrated into the community.
The mission of the Barbara Olson Center of Hope is to help individuals with developmental disabilities reach personal goals through individualized skill development, vocational opportunities and community service.
RAMP assists people with disabilities to live independently, make changes in their own lives, seek peer support, obtain resources and remove barriers that threaten their dreams of independence.
